It depends on what the broadcaster outputs in the respect transmissions: -
4:3 original is normally output as 4:3 in both systems, giving black bars at
the side on 16:9. You can manually zoom, but will lose quite a lot of the
top and bottom of the picture and resolution.
16:9 will by out put 16:9 on DTT, but may either be cropped (e.g. BBC News)
or letterboxed (e.g. some films) on analog. You can zoom up the letterbox
(in 4:3) to fill the screen, but the resolution will be poor.
The weirdest are some US sports events that come as a 16:9 letterbox within
a 4:3 crop. Some sets will be able to blow these up, but resolution will be
well down.
Q. Are there any sets where you can blow up a portion of the image (e.g.
DTT parliamentary channel)?
