Perhaps the people who maintain the system could provide a simple numbering
system for locks and bridges using a standard reference point that would fit
in with the 999 location system. BW certainly could do this and also
provide the guide to each licensed boat in the interests of health and
safety. It would get people to the scene quicker in case of accidents with
locks too.
