It's more than angles - it's timing and balance (i.e. kuzushi).
A well-timed shoot will start when you're in a weighted position, such
that you won't be able to move to the best angle for counter before
you're down.
I was taught, back in the day as a high school wrestler, to shoot a
single leg when most of the body weight was on that leg. Use the same
principle in judo today. This is kuzushi.
