I'd agree this is a likely explanation; a comparison between the
pathXXX: lines in inn.conf should give a hint of whether this is
the problem.
For example, if the 2.3.1 install was from RPM (which has funny
paths), you'd want to pass some arguments to ./configure to
indicate where to locate various directories. Checking
`./configure --help` should give a list of options that might be
needed.
